The Scottish Government has withdrawn the draft instrument and has laid a negative instrument intended as a part-replacement for the withdrawn instrument, but with some changes (not everything in the withdrawn instrument had to be done by the affirmative procedure). The letter from the Minister for Community Safety and Legal Affairs (below) sets out the Scottish Government’s position, and provides information on what the negative instrument does.
