Remit and membership
Remit:
The remit of the Committee is to consider and report on the Scottish economy, enterprise, energy, tourism and renewables and all other matters within the responsibility of the Cabinet Secretary for Finance, Employment and Sustainable Growth apart from those covered by the remit of the Local Government and Regeneration Committee and matters relating to the Cities Strategy falling within the responsibility of the Cabinet Secretary for Health, Wellbeing and Cities Strategy.

The Committee reports to the Parliament as follows—
Introduction
1. At its meeting on 7 December 2011, the Economy, Energy and Tourism Committee considered the following instrument—
The Storage of Carbon Dioxide (Licensing etc.) (Scotland) Amendment Regulations 2011 (SSI 2011/draft)
2. This instrument was laid on 10 November 2011 and is subject to the affirmative procedure.
Discussion
3. During the discussion with the Minister on 7 December 2011,1 Members raised issues in relation to the adequacy and timing of the proposed inspection regime and cost recovery. The Minister provided assurances that the inspection regime was appropriate and that costs would be borne by the Scottish Government in the first instance with an intention to seek to share those costs with DECC if possible.
Recommendation
4. After discussion, the Committee agreed to recommend that The Storage of Carbon Dioxide (Licensing etc.) (Scotland) Amendment Regulations 2011 (SSI 2011/draft) be approved.
