Calling on the Scottish Parliament to urge the Scottish Government to ensure that all proceedings in a Children's Hearing are minuted or recorded.

27 January 2021: The Committee agreed to close the petition under Rule 15.7 of Standing Orders on the basis that a Record of Proceedings is kept for each Children’s Hearing which notes why a hearing has been arranged, who is present and absent, as well as the decisions that are taken and the reasons for them, and that this record should be sufficiently detailed to make clear what has been decided, why a decision has been made, what information has been relied on, what outcomes the decision has been designed to bring about and what the child’s views are and that these views have been taken into account; the Committee accepts that the full minuting or recording of every hearing would be disproportionate, resource intensive and have a negative impact on the meaningful participation of children and young people; and the work of the Children's Hearing system is kept under review by the Scottish Parliament. • Who should be able to view these?
• How should the discussion be recorded?

I am an excare client taken into care at birth. There has been many worries and concerns regarding the Scottish Children's Panels over many decades. Best Wishes.

They should be re orded the same as in any other meeting and all parties associated with the meeting should have access. Its especially important for the young persons views to be recorded and decisions made. Why this isn't happening already is questionable

Recording or minuting of Children's Hearings is paramount in ensuring total transparency for all involved. It also provides a reference point should further discussions need to take place. I find it unbelievable that there is no recording of these hearings, particularly as the outcome of them are like to have a long term effect on the families involved.

Recording Children's Hearings would ensure total transparency for everyone involved, as well as allowing there to be a reference point should future discussions need to take place. I find it unbelievable that there are no minutes or recording of what happens in these hearings, particularly when the outcome is likely to be life changing for the families involved.

A recording of a hearing is there to refer back to and to ensure total transparency for all involved. Why on earth does this not happen at Children's Hearings when very important decisions are being made about a child's life? Unbelievable.
