This briefing focuses on the National Performance Framework and Scotland Performs, the Scottish Government’s outcomes-based system of measuring and reporting on its performance.
The National Performance Framework was “refreshed” in December 2011, and this briefing first summarises the different levels in the framework following the refresh. It then goes on to discuss some key issues with the system - linking expenditure to performance and reporting to the Parliament. Finally, it assesses the Government’s performance through detailed examination of the Purpose Targets, National Indicators and National Outcomes.
An annexe contains a “snapshot” of the Scotland Performs information as of 3 February 2012. The Financial Scrutiny Unit intends to publish an update of this information on a regular basis.
