*S4M-07893 Neil Bibby: Glasgow Airport Puts £50,000 up for Grabs—That the Parliament welcomes the news that charities and community groups have been invited to compete for a lump sum of £50,000 from the Glasgow Airport FlightPath Fund; understands that this money is to be used to support a standalone project that can demonstrate positive outcomes in a least one of three areas, education, employment and the environment; believes that the fund, which was established in 2010 to ensure that communities near to the airport share in its success, has awarded over £550,000 to more than 150 groups and charities; notes that it awarded more than £200,000 in 2012; congratulates the airport on what it sees as its continued work in supporting communities; notes that the deadline for applications for the £50,000 is 18 October 2013, and encourages groups and charities in the areas covered by the fund to apply.
*S4M-07892 Richard Lochhead: Common Agricultural Policy—That the Parliament notes the importance of the EU common agricultural policy (CAP) for underpinning productive agriculture, delivering environmental and other public benefits and supporting rural development; notes that the EU reached an agreement on a new CAP and welcomes the Scottish Government’s success in negotiating provisions that meet Scotland’s needs on new entrants, active farming and increased flexibilities; looks forward to the Scottish Government’s future public consultations on implementing the new CAP in Scotland; notes that, as a member state, Scotland would have qualified for increased Pillar 1 payments worth €1 billion extra up to 2020 and been able to negotiate improved Pillar 2 rural funding; deplores the budget deal negotiated by the UK Government, which failed to address Scotland’s unacceptably low CAP funding, and calls on the UK Government to deliver a fair deal for Scotland through the UK’s allocation of CAP funds, including the full external convergence uplift to Scotland.

*S4M-07888 Kenneth Gibson: BBC’s Income from Scotland Should be Invested in Scottish Programming—That the Parliament believes that the £320 million raised in Scotland via the BBC licence fee in 2012-13 should be spent in Scotland, excepting money required for network support; considers the £102 million spent in Scotland to be inadequate and that it impacts seriously on Scottish programming and production; considers the plan to decrease spending in Scotland to £86 million by 2016 to be outrageous and that it bears no relation to the continued high contribution made by Scottish licence fee payers; notes that the bi-partisan Scottish Broadcasting Commission reported in 2008 that the quality, extent and identifiably Scottish nature of broadcast content in Scotland was “in significant need of upgrading”; highlights both the recommendation that the BBC should secure 8.6% of network television production from Scotland by 2012 and what it considers the BBC Trust’s disappointing response of only promising to do so by 2016; welcomes the promotion of a Scottish digital network, part of the report’s recommendations, yet is concerned that there has been limited advancement, underlined in the 2011 progress report, resulting from what it considers the UK Government’s refusal to set the network up and the Scottish Government’s inability to act on reserved matters, despite cross-party support for the network, and believes that a "Yes" vote in the independence referendum will ensure that improvements in Scottish broadcasting are made and will enhance the provision of high quality Scottish programmes and boost employment in the creative sphere.

*S4M-07873 Neil Findlay: Royal College of Nursing Staff Survey—That the Parliament notes the findings of the Royal College of Nursing’s (RCN) recent survey of nursing staff, which found that more than half of respondents had been made unwell by stress and that 82% reported attending work despite feeling too ill to do so during the previous year; considers that, while the survey was UK-wide, its findings are relevant to Scotland given the strain that Scotland’s health services are under; understands that NHS boards have recently started recruiting nurses to address the staffing shortfall caused by cuts to the nursing workforce since 2009; shares RCN’s concern that the relatively small increase in nursing staff numbers may not be enough to deal with increasing demand for health services, particularly as winter approaches; notes the Scottish Government’s position that NHS boards are now mandated to use nursing and midwifery workforce and workload planning tools; welcomes the "I matter" staff experience work being carried out by the NHS Scottish Workforce and Staff Governance Committee; considers that the NHS workforce needs to be appropriately resourced to deliver better integrated health and social care, and, given the changes that are underway in the health service, combined with short staffing, high vacancy rates and growing demand for services, urges the Scottish Government to require NHS boards to implement the recommendations of the 2009 Boorman Review of NHS health and wellbeing in partnership with staff and trade unions.
