*S4M-10232 John Finnie: Congratulations to Appin Community Co-op, 30 Years of Serving the Community—That the Parliament congratulates the Appin Community Co-op on celebrating 30 years of serving the community; understands that the co-op was established in 1984 following a share issue that was match-funded by Highlands and Islands Development Board; notes that this was at a time when the future of the shop at Port Appin was in doubt and there was considerable seasonal unemployment in the area; believes that the co-op has made a considerable contribution to the community through projects such as the establishment of the Appin Charitable Trust, which has contributed to a number of initiatives, including the building of a play park, the all-weather pitch at Appin Primary School and supporting the area’s housing association development, and commends the work of the co-op and the trust as excellent examples of how a community can work to ensure its development and sustainability.

*S4M-10231 John Finnie: 25th Anniversary of Tiananmen Square—That the Parliament commemorates the 25th anniversary of the end of the ‘89 Democracy Movement in China, commonly known as the Tiananmen Square protests; understands that the student-led protests, which lasted from 15 April 1989 to 4 June 1989, calling for political reform, including democracy and press freedom, were brutally suppressed by the Chinese military on 4 June 1989; understands that, while the official death estimates range from 200 to 300, the number killed is generally thought to be at least 1,000, though no deaths occurred in Tiananmen Square itself, rather in the streets of Beijing; understands that a recent poll found that the iconic Tank Man photograph, which dates from 5 June 1989, was known by only one in 10 students in China, reflecting the successful repression of the event by the Chinese authorities; further understands that, while suppression of the anniversary will take place on the mainland, memorials are planned for Hong Kong and Taiwan, and calls on the Chinese authorities to officially recognise the Tiananmen Square protests, cease the public suppression of the anniversary and follow through on the calls made by the protesters who died 25 years ago.

*S4M-10225 Jackie Baillie: Arrochar Youth Group Raises £12,000 for Project in Kenya—That the Parliament congratulates the Arrochar Youth Group on its successful fundraising drive, which will enable it to participate in cultural exchange workshops with primary and secondary schools in the Maragoli region of Kenya; notes that the group, which is supported by two nurses from Arrochar Health Centre, raised £12,000 by hosting fundraising evenings at the Three Villages Community Hall, enlisting local businesses to help them with collection cans, and abseiling from the Titan Crane in Clydebank; understands that the group will be working with the youth organisation, Kenya Voluntary Development Association, to support it in making bricks and constructing a health centre in a village in the Vihiga county; understands that Xchange Scotland, which is a youth-led charity founded by former Scottish volunteers, helped facilitate the project and has provided training in partnership with NHS Highland on various issues, including HIV/AIDS awareness, inter-cultural communication and conflict resolution; commends the members of the Arrochar Youth Group for committing themselves to what it considers countless hours of volunteering and fundraising to help some of the most vulnerable people in the world, and sends its best wishes to its members for their time in Kenya.

*S4M-10224 Willie Rennie: Welfare Expert Report and the Scottish Government’s Response—That the Parliament notes the publication of the Expert Working Group on Welfare’s second report; considers that the report and the Scottish Government’s response, published one minute after the expert report was published, directly contradict several key promises that have been made by SNP campaigners; notes in particular that the report does not recommend increasing the annual social security budget by £2.5 billion, despite complaints from the Deputy First Minister as recently as March 2014 that such a sum was needed to restore the spending position to that of four years ago; believes that the Deputy First Minister and other SNP members who have implied that the £2.5 billion would be restored should spend the summer writing letters of apology to those people who might have thought that they were going to get access to a share of £2.5 billion; notes further that the report does not endorse the SNP promise to increase child benefit for families earning more than £60,000 despite SNP members voting this policy through by a majority in the Parliament on 31 January 2013; considers that the Scottish Government has not endorsed a move to increase the minimum wage to the level of the living wage; is concerned that, because of SNP income tax policy, people on the living wage in Scotland will pay £400 more income tax than if the UK proposals of the Liberal Democrats were adopted; recalls that the Scottish Government was unable to include increases in the carer’s allowance in the costings page in the white paper and suspects that this policy will be in the queue behind the cut to corporation tax for big business, which, it considers, has been the Scottish Government’s first priority for some time; considers that the Scottish Government needs to revise its costings for independence in order to demonstrate how the new promises that it is making, alongside the set-up costs for the new advisory structures, will fit within the financial envelope it has set itself, and believes that, in the absence of revised costings, people in Scotland will be entitled to assume that they will be paying more income tax, that big business will pay less tax and that the welfare budget inherited from the UK will be rolled forward without any significant reverses.

*S4M-10217 Patrick Harvie: Scottish Government Confusion over the Carbon Impact of Air Passenger Duty—That the Parliament notes the commitment made by Alex Salmond at First Minister’s Questions on 13 September 2012 to produce an estimate of the carbon impact of the Scottish Government’s policy of first cutting, and then abolishing, air passenger duty (APD); further notes the statement made by the Minister for Environment and Climate Change at Topical Questions on 1 April 2014, in which he said "I am prepared to send [the member] the figure that I have seen, which is an internal assessment based on the UK’s figures of the estimated impact of APD" and he suggested that the government’s policy would see an increase in emissions by “0.05 megatonnes”; further notes the statements made by the Minister for Transport and Veterans on 3 June 2014 that "It is worth thinking about the effects of APD in increasing carbon emissions. Many people now fly to Dubai via Dublin because flying directly from Scotland costs more as a result of APD. Some people are adding an environmentally damaging short-haul flight, which means that APD is working against our climate change targets" and "we will conduct a study of our policy once we have introduced the 50% cut in APD. If we get the opportunity to reduce APD, then of course we will have to study the effects of that"; considers that these two ministers have given flatly contradictory accounts of both the expected carbon impact of the government’s policy on APD and as to whether it has conducted an assessment and arrived at a figure, and calls on the government to suspend its policy until these contradictions have been resolved and a clear evidence-based assessment of the impact has taken place.
