*S4M-11242♦ Hanzala Malik: Refugee Crisis in the Kurdistan Region of Iraq—That the Parliament understands that the number of internally-displaced Iraqi people and Syrian refugees in the Kurdistan region is as high as 1.4 million and rising every day; notes that this is twice the population of Glasgow and is in a region with a population of five million; further notes that more refugees are arriving from Kobane in Syria as well as displaced people from Anbar, which is an Iraqi province that ISIS has almost total control of; understands that the Duhok province in the Kurdistan region has declared a state of emergency; is concerned that, although the Kurdistan region is committed to building 26 refugee camps and is providing food, water and shelter, it is reported to be getting very little help from the Iraqi federal government; understands that the significant Kurdish diaspora in Glasgow and across Scotland is gravely concerned about this and has requested that the Scottish Government sends doctors and nurses to the camps, and notes the view that it is important to raise the profile of the humanitarian crisis in the Kurdistan region both across the UK and internationally.
*S4M-11241 Jackie Baillie: Anne Swartz Nominated for Carer of the Year—That the Parliament congratulates Anne Swartz of the Scottish Kinship Care Alliance on reaching the final stages of the Royal Bank of Scotland’s Real Heroes 2014; understands that Anne was nominated for the Carer of the Year award in recognition of her efforts in campaigning for basic rights for kinship carers and in highlighting the vital work that they carry out; further understands that, in addition to looking after her three grandchildren, Anne provides support to carers and their families in West Dunbartonshire, and wishes her every success.
*S4M-11240 Mike MacKenzie: Campbeltown Town Hall—That the Parliament congratulates South Kintyre Development Trust (SKDT) on being awarded a building repair grant of £224,868 from Historic Scotland towards the renovation and redevelopment of Campbeltown Town Hall; acknowledges that a grant of £23,698 from the CARES programme to install energy efficiency measures in the building was awarded by Local Energy Scotland and that, with these awards, SKDT now has the full £2.24 million funding package in place to complete what it considers the ambitious community-led initiative, the Campbeltown Town Hall project; notes that the project has also been given funding by the Big Lottery, the Townscape Heritage Initiative and Argyll and Bute Council’s CHORD programme; believes that the hall will be a community-owned facility; understands that it will be fully accessible to wheelchair users and will provide a mix of high-end office and meeting space as well as lift access to the magnificent main hall; understands that it will also have with a modern, fully-equipped kitchen to cater for functions and conferences; commends the four years of hard work by SKDT, the voluntary project team and the Campbeltown community; welcomes the news that the refurbishment work looks set to be carried out by a local firm and that this will help to ensure job security for many people, and looks forward to the work being completed in 2015.

*S4M-11238 Hanzala Malik: UK Child Poverty Map Shows Glasgow Having the Worst Record in Scotland—That the Parliament notes the child poverty map of the UK that has been recently published by End Child Poverty; understands that this reveals significant concentrations of children living in hardship; is concerned that Glasgow is the worst-affected area in Scotland, with one-in-three young people in poverty; further notes the variation across the regions, with 28% of the children in Dundee experiencing poverty, 27% in North Ayrshire and 26% in Clackmannanshire, East Ayrshire and Inverclyde, and understands that the rates in Manchester and Birmingham are 39% and 37% respectively, while in London, Bethnal Green and Bow has a rate of 49%, compared with 15% in Richmond-upon-Thames.

S4M-11065# Linda Fabiani: 10 October is World Mental Health Day—That the Parliament notes that 10 October 2014 is World Mental Health Day; welcomes this day of global mental health education, awareness and advocacy; understands that World Mental Health Day 2014 shines the spotlight on schizophrenia and that one in 100 people have schizophrenia; welcomes the work of Support in Mind Scotland, which celebrates its 30th anniversary this year, and its upcoming 1 in 100 campaign, which is to be launched in October; understands that this work takes place 10 years on from the first Scottish review of schizophrenia care and treatment; is concerned that nine out of 10 people with schizophrenia cannot get employment and experience discrimination and stigma; is further concerned that people with schizophrenia face shorter life expectancies by 15 to 20 years on average compared with the general population; understands that early intervention boosts the life chances of people with schizophrenia and welcomes the work of charities and other stakeholders right across Scotland in supporting the one in 100 Scots living with schizophrenia, including Support in Mind Scotland, and congratulates the volunteers in its East Kilbride support group, which has been working locally for 36 years.
S4M-11175# Michael McMahon: Fire Risk Assessments—That the Parliament is respectfully aware that the tragic fire at the Rosepark care home in Uddingston, Lanarkshire, that caused the deaths of 14 residents took place 10 years ago; notes the contents of Sheriff Principal Lockhart’s findings after the fatal accident inquiry into the fire, in particular, his conclusion that some or all of the deaths could have been prevented if the home had had a suitable and sufficient fire safety plan; further notes the contents of the Scottish Government’s Practical Fire Safety Guidance for Care Homes, published in March 2014; believes however that an awareness campaign would help duty holders responsible for care homes to understand the contents of the guidance and duty holders in commercial premises to appreciate the requirements placed on them by the Fire (Scotland) Act 2005, in particular that of obtaining a fire risk assessment specific to each premise, and further believes that people offering services in fire risk assessment should be properly qualified, preferably by third party certification.
S4M-10898# Jackson Carlaw: Neilston and Uplawmoor First Responders Reaches 100th Emergency Call-out—That the Parliament congratulates Neilston and Uplawmoor First Responders on dealing with their 100th emergency call since becoming operational on 4 January 2014; notes that a Community First Responder is a member of the public who volunteers to help their community by responding to medical emergencies while an ambulance is on its way; pays tribute to the leadership of Stuart McLellan and Ross Nelson in growing Neilston and Uplawmoor First Responders from an idea to an active organisation providing frontline medical care; pays further tribute to the over 30 volunteers who ensure that this vital organisation remains fully staffed; considers that they have further benefited from, among others, the support of Arnold Clark Car and Van Rental, which has loaned them a 4x4 vehicle to respond to calls, and St John Scotland (Glasgow), which has provided financial support for training and set-up costs, and looks forward to seeing Neilston and Uplawmoor First Responders continuing to serve their community above and beyond this 100th call milestone.
