Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.

Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.

*S4M-11242♦ Hanzala Malik: Refugee Crisis in the Kurdistan Region of Iraq—That the Parliament understands that the number of internally-displaced Iraqi people and Syrian refugees in the Kurdistan region is as high as 1.4 million and rising every day; notes that this is twice the population of Glasgow and is in a region with a population of five million; further notes that more refugees are arriving from Kobane in Syria as well as displaced people from Anbar, which is an Iraqi province that ISIS has almost total control of; understands that the Duhok province in the Kurdistan region has declared a state of emergency; is concerned that, although the Kurdistan region is committed to building 26 refugee camps and is providing food, water and shelter,‎ it is reported to be getting very little help from the Iraqi federal government; understands that the significant Kurdish diaspora in Glasgow and across Scotland is gravely concerned about this and has requested that the Scottish Government sends doctors and nurses to the camps, and notes the view that it is important to raise the profile of the humanitarian crisis in the Kurdistan region both across the UK and internationally.

*S4M-11241 Jackie Baillie: Anne Swartz Nominated for Carer of the Year—That the Parliament congratulates Anne Swartz of the Scottish Kinship Care Alliance on reaching the final stages of the Royal Bank of Scotland’s Real Heroes 2014; understands that Anne was nominated for the Carer of the Year award in recognition of her efforts in campaigning for basic rights for kinship carers and in highlighting the vital work that they carry out; further understands that, in addition to looking after her three grandchildren, Anne provides support to carers and their families in West Dunbartonshire, and wishes her every success.

*S4M-11240 Mike MacKenzie: Campbeltown Town Hall—That the Parliament congratulates South Kintyre Development Trust (SKDT) on being awarded a building repair grant of £224,868 from Historic Scotland towards the renovation and redevelopment of Campbeltown Town Hall; acknowledges that a grant of £23,698 from the CARES programme to install energy efficiency measures in the building was awarded by Local Energy Scotland and that, with these awards, SKDT now has the full £2.24 million funding package in place to complete what it considers the ambitious community-led initiative, the Campbeltown Town Hall project; notes that the project has also been given funding by the Big Lottery, the Townscape Heritage Initiative and Argyll and Bute Council’s CHORD programme; believes that the hall will be a community-owned facility; understands that it will be fully accessible to wheelchair users and will provide a mix of high-end office and meeting space as well as lift access to the magnificent main hall; understands that it will also have with a modern, fully-equipped kitchen to cater for functions and conferences; commends the four years of hard work by SKDT, the voluntary project team and the Campbeltown community; welcomes the news that the refurbishment work looks set to be carried out by a local firm and that this will help to ensure job security for many people, and looks forward to the work being completed in 2015.

*S4M-11239 Dennis Robertson: Awards for All Funding for Braemar Creative Arts—That the Parliament congratulates Braemar Creative Arts Festival in the Aberdeenshire West constituency on receiving a £2,000 Awards for All grant from the Big Lottery Fund; understands that Braemar Creative Arts is a community organisation based in Braemar, Aberdeenshire that holds an annual four-day arts festival, which provides people of all ages with an opportunity to learn skills in traditional music, dance, arts, crafts, drama and literature, and considers that the project benefits the people of Braemar and surrounding areas.

*S4M-11238 Hanzala Malik: UK Child Poverty Map Shows Glasgow Having the Worst Record in Scotland—That the Parliament notes the child poverty map of the UK that has been recently published by End Child Poverty; understands that this reveals significant concentrations of children living in hardship; is concerned that Glasgow is the worst-affected area in Scotland, with one-in-three young people in poverty; further notes the variation across the regions, with 28% of the children in Dundee experiencing poverty, 27% in North Ayrshire and 26% in Clackmannanshire, East Ayrshire and Inverclyde, and understands that the rates in Manchester and Birmingham are 39% and 37% respectively, while in London, Bethnal Green and Bow has a rate of 49%, compared with 15% in Richmond-upon-Thames.

*S4M-11236 John Finnie: Electricity Surcharges in the Highlands and Islands—That the Parliament notes the report by the Western Isles Poverty Action Group, which states that customers of Scottish and Southern Energy in the Highlands and Islands face a 2p per unit surcharge; understands that fuel poverty remains a growing problem across Scotland and that rural areas in particular and the older people living in these areas are among the most heavily affected; notes that the 2014 Rural Scotland in Focus report highlighted that, across rural local authorities, an average of 59% of older people were in fuel poverty, including 75% in the Orkney Islands, and calls on the Scottish and UK governments to work together to develop a more equitable energy market that does not punish people in remote and rural areas.

*S4M-11234 David Stewart: Diageo Accredited as Investors in Young People—That the Parliament recognises that Diageo, which it understands is the largest Scotch Whisky producer and one of the world’s leading premium drinks businesses, has been given Investors in Young People accreditation in recognition of its work with young people; believes that it has a strong commitment to young people and focuses on creating employment and training opportunities; notes that it employs 67 apprentices at its international supply centre, with the majority of them based in Scotland; understands that the company works closely with Scotland’s universities to provide engineering students with paid placement opportunities, with 30 employed in its graduate programme, and plans to recruit up to 20 more in the coming year, and notes what it sees as the close relationship that it has developed with Skills Development Scotland to create apprenticeships, training and employment opportunities across the country.

*S4M-11233 Lewis Macdonald: Big Lottery Awards in the North East—That the Parliament commends the Big Lottery Fund on its recent awards to organisations across Aberdeen and North East Scotland; congratulates Transition Extreme Sports Ltd on its award of £10,000, which it understands will be used to run an extreme art school course for young people who are not in education or employment; welcomes the award of £49,586 from the Young Start project to Station House Media Unit (SHMU) to allow 60 young people from across the city to create their own live TV and radio broadcasts, and recognises what it sees as the excellent work carried out by both SHMU and Transition Extreme Sports Ltd in providing opportunities for young people from deprived areas of Aberdeen and Aberdeenshire.

*S4M-11232 Stuart McMillan: Safety Concerns at Former Distillery Site—That the Parliament expresses concern regarding safety at the former Allied Distillers site in Dumbarton; understands that the site, near Castle Street, has seen a number of young people enter the tower illegally, which was highlighted in the Lennox Herald on 3 October 2014; notes the concerns of local people who believe that site security and safety must be greatly improved in order to prevent more people from climbing the structure; believes that PricewaterhouseCoopers has indicated that the ground floor access to the tower is to be filled with concrete to act as a more permanent solution, however considers that more action must be taken in the surrounding area to ensure that the facility is secure from trespassers.

*S4M-11220 Michael McMahon: Margaret Gibb Wins RBS Scotland’s Real Hero of the Year Award—That the Parliament congratulates Margaret Gibb from Bellshill on being chosen as the overall winner of what it considers the prestigious RBS Scotland’s Real Hero of the Year Award, which was broadcast on STV on 14 October 2014; notes that Margaret also won the Community Champion section award in recognition of her being the inspiration and driving force behind the North Road Playgroup in Bellshill for almost 40 years, which has provided help and support to hundreds of children and families in the community, and serving on the committee of the West of Scotland Play Scheme, which has overseen the running of over 350 groups across the west of Scotland for over 15 years; commends all of the winners and nominees in each of the categories for which there were awards, but believes that the judges were correct in choosing Margaret Gibb for the top accolade as she is a real hero to the people of Bellshill and Scotland.

*S4M-11219 Kenneth Gibson: TR Bonnyman Fights Ebola—That the Parliament welcomes the decision by the Beith-based chemical manufacturer, TR Bonnyman, to donate its disinfectant products to help stem the spread of Ebola in Sierra Leone; understands that staff and management at the company were so moved by the plight of those in affected West African nations that the decision was taken to send a substantial quantity of disinfectant to Sierra Leone, where the chemicals will be used in hospitals and medical centres to help stem the spread of the disease; is aware that, according to the World Health Organization, Ebola has already claimed the lives of around 4,500 people in West Africa and commends the actions of those, including TR Bonnyman, who are doing all they can, internationally and locally, to combat the spread and effects of this lethal disease; further understands that TR Bonnyman made its donation via the charity, Scotia Aid Sierra Leone, which is helping to channel Scottish efforts to fight Ebola in Sierra Leone, and encourages people who want to help to contact the charity either by email to [email protected] or calling 01698 740041.

*S4M-11216♦ Cara Hilton: It’s Not Fine—That the Parliament welcomes Citizens Advice Scotland’s (CAS) latest campaign, It’s Not Fine, which is highlighting what it considers the many unscrupulous practices and unfair charges levied on drivers in Dunfermline, Fife, and across Scotland every year by the private parking industry; understands that CAS saw a 50% increase in enquiries about this issue between 2012-13 and 2013-14 and that it is the most visited page on the service’s self-help webpage, adviceguide.org.uk; is concerned that many charges for violating parking rules are excessive, ranging between £80 and £100, with 30% of charges reported to CAS at over £100, flouting the parking industry’s own guidelines; considers that signage in car parks is too often unclear, confusing and sparse, and notes the view that car park operators should be fair and open and have routes to redress for customers who have good reason to have spent longer in a car park, particularly disabled drivers.

*S4M-11214 Roderick Campbell: The Waid Academy, Anstruther—That the Parliament welcomes the £21.5 million investment being made in Anstruther to develop The Waid Academy; understands that the new building, The Waid, will replace the existing secondary school and will also provide community services, including a library, local authority office and Fife College and Police Scotland facilities; notes that the proposed timetable for construction could see the new building open as early as 2017 and hopes that no obstacles delay that timetable; recognises that the new development has been described as groundbreaking due to the number of services that will use the building, and looks forward to the doors opening in the future.

*S4M-11211 Hanzala Malik: Glasgow to Host Conference for Congress of the International Academy of Pathology—That the Parliament congratulates Glasgow City Council on being selected from the potential host cities of Beijing, Singapore, Cancun and Mexico City, to host a conference for the Congress of the International Academy of Pathology, one of the world’s most prestigious medical conferences, in 2020; understands that the event will take place at the SECC, welcoming over 3,000 delegates, and will bring around £5 million into the local economy; notes that this is the first time that the conference will be held in the UK; acknowledges that the conference is internationally recognised, and understands that the city’s bid, which won by a clear majority, was delivered in partnership with the British Division of the International Academy of Pathology and the European Society of Pathology, Glasgow City Marketing Bureau and the SECC.

S4M-11065# Linda Fabiani: 10 October is World Mental Health Day—That the Parliament notes that 10 October 2014 is World Mental Health Day; welcomes this day of global mental health education, awareness and advocacy; understands that World Mental Health Day 2014 shines the spotlight on schizophrenia and that one in 100 people have schizophrenia; welcomes the work of Support in Mind Scotland, which celebrates its 30th anniversary this year, and its upcoming 1 in 100 campaign, which is to be launched in October; understands that this work takes place 10 years on from the first Scottish review of schizophrenia care and treatment; is concerned that nine out of 10 people with schizophrenia cannot get employment and experience discrimination and stigma; is further concerned that people with schizophrenia face shorter life expectancies by 15 to 20 years on average compared with the general population; understands that early intervention boosts the life chances of people with schizophrenia and welcomes the work of charities and other stakeholders right across Scotland in supporting the one in 100 Scots living with schizophrenia, including Support in Mind Scotland, and congratulates the volunteers in its East Kilbride support group, which has been working locally for 36 years.

S4M-11175# Michael McMahon: Fire Risk Assessments—That the Parliament is respectfully aware that the tragic fire at the Rosepark care home in Uddingston, Lanarkshire, that caused the deaths of 14 residents took place 10 years ago; notes the contents of Sheriff Principal Lockhart’s findings after the fatal accident inquiry into the fire, in particular, his conclusion that some or all of the deaths could have been prevented if the home had had a suitable and sufficient fire safety plan; further notes the contents of the Scottish Government’s Practical Fire Safety Guidance for Care Homes, published in March 2014; believes however that an awareness campaign would help duty holders responsible for care homes to understand the contents of the guidance and duty holders in commercial premises to appreciate the requirements placed on them by the Fire (Scotland) Act 2005, in particular that of obtaining a fire risk assessment specific to each premise, and further believes that people offering services in fire risk assessment should be properly qualified, preferably by third party certification.

S4M-10898# Jackson Carlaw: Neilston and Uplawmoor First Responders Reaches 100th Emergency Call-out—That the Parliament congratulates Neilston and Uplawmoor First Responders on dealing with their 100th emergency call since becoming operational on 4 January 2014; notes that a Community First Responder is a member of the public who volunteers to help their community by responding to medical emergencies while an ambulance is on its way; pays tribute to the leadership of Stuart McLellan and Ross Nelson in growing Neilston and Uplawmoor First Responders from an idea to an active organisation providing frontline medical care; pays further tribute to the over 30 volunteers who ensure that this vital organisation remains fully staffed; considers that they have further benefited from, among others, the support of Arnold Clark Car and Van Rental, which has loaned them a 4x4 vehicle to respond to calls, and St John Scotland (Glasgow), which has provided financial support for training and set-up costs, and looks forward to seeing Neilston and Uplawmoor First Responders continuing to serve their community above and beyond this 100th call milestone.
