This section includes the agendas of the forthcoming committee meetings and outlines proposed future business, which may be subject to change. Committees have the right to take items in private and this will be notified as far in advance as possible.

Justice Committee

Mutual Recognition of Criminal Financial Penalties in the European Union (Scotland) (No. 2) Order 2014 (SSI 2014/336);

Mutual Recognition of Supervision Measures in the European Union (Scotland) Regulations 2014 (SSI 2014/337).

7. Modern Slavery Bill (UK Parliament legislation): The Committee will consider a draft report on the legislative consent memorandum (LCM(S4) 35.1).

8. Subordinate legislation: The Committee will consider a draft report on the Public Services Reform (Inspection and Monitoring of Prisons) (Scotland) Order 2014 [draft].

9. Assisted Suicide (Scotland) Bill: The Committee will further consider a draft report to the Health and Sport Committee.

Proposed future business

At its next meeting, on 13 January, the Committee expects to take evidence on the Prisoners (Control of Release) (Scotland) Bill at Stage 1.

Delegated Powers and Law Reform Committee

The Committee will meet at 12.30 pm in the David Livingstone Room (CR6)

1. Instruments subject to negative procedure: The Committee will consider the following—

Conservation of Salmon (Annual Close Time and Catch and Release) (Scotland) Amendment Regulations 2014 (SSI 2014/357);

Freedom of Information (Scotland) Act 2002 (Scottish Public Authorities) Amendment Order 2014 (SSI 2014/354);

Victims and Witnesses (Scotland) Act 2014 (Prescribed Relatives) Order 2014 (SSI 2014/360).

2. Instruments not subject to any parliamentary procedure: The Committee will consider the following—

Children and Young People (Scotland) Act 2014 (Commencement No. 5 and Saving Provision) Order 2014 (SSI 2014/353 (C.31));

Glasgow Commonwealth Games Act 2008 (Repeal Day) Order 2014 (SSI 2014/356);

Children and Young People (Scotland) Act 2014 (Commencement No. 6) Order 2014 (SSI 2014/365 (C.33)).

At its next meeting, on 13 January, the Committee expects to consider subordinate legislation.

Local Government and Regeneration Committee
7 January 2015
1st Meeting, 2015

The Committee will meet at 9.30 am in the David Livingstone Room (CR6)

1. Decision on taking business in private: The Committee will decide whether to take item 6 in private.

2. Appointment of European Union Reporter The Committee will appoint a member to serve as its European Union Reporter.

3. Subordinate legislation: Cameron Buchanan to move - S4M-18842 - That the Local Government and Regeneration Committee recommends that the Town and Country Planning (General Permitted Development) (Scotland) Amendment (No. 2) Order 2014 (SSI 2014/300) be annulled.

The Committee will take evidence on the negative instrument from:

Alex Neil MSP, Cabinet Secretary for Social Justice, Communities and Pensioners’ Rights, John McNairney, Chief Planner, David Reekie, Planning Performance Division, and Norman MacLeod, Directorate for Legal Services, Scottish Government.

4. Subordinate legislation: The Committee will consider the following negative instruments—

The Town and Country Planning (Fees for Applications and Deemed Applications) (Scotland) Amendment (No. 2) Regulations 2014 (SSI 2014/301)

The Charities Accounts (Scotland) Amendment (No. 2) Regulations 2014 (SSI 2014/335)

5. Scottish Public Service Ombudsman The Committee will take evidence on the Scottish Public Service Ombudsman 2013/14 Annual Report from—

Jim Martin, Ombudsman, Niki Maclean, Director, and Paul McFadden, Head of Complaints Standards, Scottish Public Service Ombudsman.

6. Scottish Public Service Ombudsman The Committee will consider the evidence received at the meeting.

7. Community Empowerment (Scotland) Bill (in private): The Committee will consider a draft Stage 1 report.

Proposed future business

At its next meeting, on 14 January, the Committee expects to consider the Air Weapons and Licensing (Scotland) bill; with panels focusing on the Scrap Metal Dealership and Sexual Entertainment Venues licensing provisions in the Bill.

The Committee will meet at 10.00 am in the Adam Smith Room (CR5)

1. Draft Budget Scrutiny 2015-16 (in private): The Committee will consider a draft report on the Scottish Government’s Draft Budget 2015-16.

Proposed future business

At its next meeting, on 14 January, the Committee expects to take evidence on the Community Charge Debt (Scotland) Bill.
