Motions and amendments are normally printed the day after they are lodged. If an amendment is lodged to a motion then the original motion will appear alongside the amendment, along with any support lodged that day, in this section.
Each Monday, this section also contains all motions and amendments lodged the previous week that are still live and any motions and amendments that have been lodged for debate in the coming week. A motion or amendment is live if it has not been debated, withdrawn or otherwise deleted from the list.
Where a motion or amendment has been withdrawn, it is indicated in this section the day after it has been withdrawn. Support for motions and amendments received after they are lodged is shown at the end of this section the day after such support is received.
Motions and amendments can be published with various symbols
- Asterisks before the motion or amendment number indicate a motion or amendment published for the first time
- Asterisks also identify alterations to the text of a motion or amendment made since it was first published
- A hash symbol identifies motions eligible for debate at Members’ Business
- A diamond symbol identifies motions lodged for Members’ Business that have not yet attracted the required cross-party support
- An "R", identifies motions or amendments in which the Member who lodged it has a registrable interest.
The Parliamentary Bureau periodically deletes motions or amendments not scheduled for debate and which are over six weeks old.
Any questions in relation to this section should be directed to the Chamber Desk
New and altered motions and amendments
*S4M-11980 Derek Mackay: Active Travel—That the Parliament recognises the success of active travel programmes in enabling more people to be active more often, with record levels of investment in active travel; celebrates the 20th anniversary of the National Cycle Network; welcomes the publication of the second Cycling Action Plan for Scotland and the first National Walking Strategy; acknowledges the cross-party commitment to promoting active travel and progress made by the Scottish Government since 1999, alongside external partners, in laying the foundations for a more active and healthier nation, and commits to working together to realise the active travel vision, which outlines how Scotland will look in 2030 if more people are walking and cycling.

*S4M-11979 John Lamont: Eyemouth-born Gary Anderson is the 2015 PDC World Darts Champion—That the Parliament congratulates "the Flying Scotsman", Gary Anderson, on what it considers his well-deserved victory at the Professional Darts Corporation’s (PDC) world championship at Alexandra Palace in London; considers his victory against the 16-time world champion Phil Taylor in a thrilling final to be a fantastic achievement; understands that, in claiming the Sid Waddell Trophy, he hit the maximum score, 180, an impressive 19 times; notes that he is the first Scot to win a world darts title since Les "McDanger" Wallace claimed the British Darts Organisation’s version in 1997, and hopes that this victory is one of many more to come for the Eyemouth-born Gary.

*S4M-11978 Nigel Don: £3,550 Gift to Angus District Nursing Service—That the Parliament welcomes the recent gift of over £3,500 to the Angus District Nursing Service from the charity, Lippen Care; considers that this will greatly benefit those who rely on this service in Montrose, which is in the Angus North and Mearns parliamentary constituency, as it will fund the purchase of four syringe pumps that enable medicines to be given under the skin; believes that these are often used to provide relief from symptoms in cancer care or palliative care; understands that these syringe pumps are a simpler and more comfortable way to administer medication for people who would otherwise need frequent injections or for those whose symptoms are difficult to control with tablets alone, and hopes that the pumps will improve the quality of life of patients.

*S4M-11977 Stuart McMillan: The Flying Scotsman is the 2015 World Darts Champion—That the Parliament congratulates "the Flying Scotsman", Gary Anderson, on winning the Professional Darts Corporation’s (PDC) World Darts Championship for the first time at the Alexandra Palace in London, by defeating Phil Taylor, considered the greatest player ever, 7-6; understands that, after what many believe was the most exciting final ever, Gary received the Sid Waddell Trophy and £250,000 in prize money, and wishes him the best for the upcoming Premier League campaign and in all his PDC events.

*S4M-11976 Fiona Hyslop: Winter Festivals—That the Parliament notes the contribution that Scotland’s Winter Festival programme makes in promoting Scotland both nationally and internationally as a world-class cultural tourism destination and the perfect stage for events all year round; acknowledges that the programme of St Andrew’s Day, Christmas, Hogmanay and Burns Night celebrations is gathering momentum year-on-year and offers visitors, the people of Scotland and all those with an affinity to Scotland a real taste of the nation’s distinct traditions and contemporary culture through the promotion of Scottish music, arts, food and drink; recognises the role that the festivals have and will continue to play in supporting Scotland’s successful programme of themed years, and welcomes the contribution that the winter festivals make in helping to promote Scotland as a great place to visit, study, work, invest and do business all year round.

*S4M-11976.2 Claire Baker: Winter Festivals—As an amendment to motion S4M-11976 in the name of Fiona Hyslop (Winter Festivals), insert at end "; also recognises the many local and community-organised winter festivals that take place throughout Scotland, and commends the hard work of volunteers, local groups and small businesses that make such events a success".
*S4M-11976.1 Liz Smith: Winter Festivals—As an amendment to motion S4M-11976 in the name of Fiona Hyslop (Winter Festivals), insert at end ", but believes that in order to provide the greatest support for winter festivals, along with all other cultural activity in Scotland, there needs to be a fully coherent arts strategy that provides arts bodies, both local and national, with the integrated support and funding priorities that they need in order that Scotland can enhance its cultural reputation both at home and abroad".
*S4M-11975 Jamie Hepburn: Mental Health—That the Parliament welcomes the level of interest and commitment to improving mental health and mental health services; recognises the equal importance that the NHS places on the care and treatment of mental and physical illness; notes the Scottish Government’s recent announcement of an additional £15 million investment in mental health services, and looks forward to further progress in improving mental health and wellbeing as a fundamental and integral part of delivering person-centred, safe and effective healthcare services.
Supported by: Shona Robison*, Maureen Watt*
*S4M-11975.3 Mary Scanlon: Mental Health—As an amendment to motion S4M-11975 in the name of Jamie Hepburn (Mental Health), leave out from “looks forward” to “in improving” and insert “calls on the Scottish Government to ensure that additional investment is used effectively to increase NHS mental health bed numbers, including having sufficient adolescent beds to end the practice of children and young people being placed inappropriately in adult psychiatric wards, and staffing across all disciplines, including psychology, in order to meet existing waiting time targets and to bring forward improvements in”
*S4M-11975.2 Richard Simpson: Mental Health—As an amendment to motion S4M-11975 in the name of Jamie Hepburn (Mental Health), after "physical illness" insert “but notes that, while there has been progress toward the targets on child and adolescent mental health, the targets have not been met, psychological treatments waiting times remain very challenging and primary care teams are under substantial and increasing time pressure to deliver holistic care, particularly in areas of deprivation where there is a greater amount of mental illness; further notes that, after initial progress in improving public attitudes to mental illness with the See Me programme, this welcome trend has stalled and there is a need for more robust monitoring and inspection of the variation between NHS boards".
Supported by: Jenny Marra*
*S4M-11975.1 Jim Hume: Mental Health—As an amendment to motion S4M-11975 in the name of Jamie Hepburn (Mental Health), leave out from "welcomes" to end and insert "notes that, since 2009, there have been 883 fewer staffed mental health beds and that Scotland’s hospitals have lost 64 specialist mental health nurses; further notes that targets for mental health treatment times are being missed; is concerned that hundreds of young people face waits of over six months to begin child and adolescent mental health service treatment and that treatment is being carried out in adult wards, which are unsuitable for children’s needs; believes the number of mental health officers (MHO) to be inadequate as highlighted by the 5% fall in MHO consents for emergency detention in hospital; recognises that nine out of 10 people who experience mental health problems have experienced stigma and discrimination; believes that there is a real opportunity to change the way that mental health is seen and treated in 2015 with a revised mental health strategy, and calls on the Scottish Government to act now and follow the lead of the UK Government and set out in legislation that mental health and physical health deserve equal recognition."
*S4M-11974 Neil Findlay: City Link Workers Treated with Contempt—That the Parliament is disgusted and appalled at the treatment of City Link workers, including some based in Lothian, who, it understands, were told on Christmas Day 2014 that their company had gone into administration, with the jobs to be lost on Hogmanay; is deeply concerned that this announcement was made despite it now being established that administrators were called in in November 2014 and the workforce was not informed; condemns what it considers the callous actions of City Link’s owner, Better Capital, and its founder, John Moulton, who, instead of doing all he could to save the company, appears to have cut and run, leaving misery in his wake while Scottish taxpayers will have to help pick up the bill; calls on the Scottish Government to do all that it can to work with the UK Government to ensure that no stone is left unturned to secure the future of City Link workers and to support an inquiry into the timing of the announcement and the circumstances leading up to that announcement and to examine the allegations of asset stripping and profiteering by Better Capital, and pledges to fully support the RMT union’s campaign for justice for City Link workers.

*S4M-11973 Mary Scanlon: Fort William FC, Four-in-a-row—That the Parliament congratulates the players, the manager, Calum MacLean, his coaching team and everyone connected with Fort William FC after it won four successive Highland League games for the first time in its history; understands that the team had won three games in succession, equalling its previous record but was then forced to wait five weeks for the elusive fourth win after waterlogged and frozen pitches meant that games were postponed; notes that the club was established in 1974 and joined the Highland Football League in 1985; welcomes the praise that it considers the club has received for this achievement from other clubs in the Highland League and from football supporters around the country; notes that the 2-1 win that Fort William achieved over Clachnacuddin to secure its fourth successive victory also saw the club win the Simon Shields trophy for the first time; notes that this trophy is played for in memory of Simon Shields who was a talented young footballer who played for both teams until his death from lung cancer at just 23 in 2011, and wishes Fort William FC continued success this season as it builds on its record-breaking run of victories.
