*S4M-12044 Liam McArthur: Congratulations Home Start Orkney—That the Parliament congratulates Home Start Orkney on receiving a grant of £285,844 from the Big Lottery Fund; understands that the aim of this project is to help address inequalities by offering a home visiting service for vulnerable isolated families with children under five, with the inclusion of families on the outer isles for the first time; considers that this money should help those in greatest need by providing a volunteer befriender to work with families for three hours a week to help with the development of parenting skills and family relationships, and wishes all at Home Start Orkney well with the project as it gets underway.

*S4M-12043 Tavish Scott: Recognising the Efforts of Scottish Hydro and SSE Staff—That the Parliament commends the work of the engineers and line staff of Scottish Hydro Electric and SSE on what it sees as their tireless efforts round the clock to reconnect electricity supplies to many homes in Shetland, and across other rural and remote communities, following the early January 2015 storms; believes that they are doing so despite deteriorating conditions that are hampering the repair efforts, including hurricane-force winds and gusts of up to 100 mph; recognises what it believes is the profound appreciation of the many families and communities that have regained access to these vital services, and wishes the engineers and staff the best of luck in reconnecting the homes that are still without power in the face of adverse and potentially dangerous weather.

*S4M-12041 Rhoda Grant: Power Restoration in the Highlands and Islands—That the Parliament commends the engineers of Scottish Hydro Electric and SSE on working round the clock in what it considers atrocious weather conditions to restore the power that was lost following overnight storms on 8 January 2015; understands that their efforts have resulted in power being returned to over 120,000 homes across the north of Scotland and that work is continuing to restore it to around a further 1,100; notes the welfare programmes, which include the provision of hot food, drinks and mobile phone charging facilities, put in place for people throughout the Highlands who are still without power; considers that the inclement conditions, including high winds, rain, sleet, snow, lightning, freezing temperatures and fallen trees, have hampered efforts, including making difficult accessing island areas due to travel disruption on ferries and flights; understands that call centre staff have made thousands of calls to customers without power, including over 800 on the Priority Services Register; notes that community liaison teams are working with partner agencies to visit vulnerable customers; understands that they have provided hot food and drinks as well as charging batteries for emergency "on call’ alarms; further understands that, where possible, customers have been accommodated in hotels; congratulates the engineers and staff on their efforts to restore services as soon as is possible; calls on the Scottish Government and its agencies to do as much as possible to support households that have been without power for exceptionally long periods due to the very poor weather, and calls on everyone concerned to ensure that all vulnerable people receive support and care.

*S4M-12040♦ Margaret McDougall: Awareness of Group B Streptococcus—That the Parliament notes with concern what it understands is the lack of public awareness regarding group B streptococcus (GBS) and the effects that it can have on newborn babies; understands that, in the UK, GBS infects over 500 babies every year and that 340 will develop early-onset GBS infection and one in 10 of them will die; believes that the incidence of early-onset GBS infection in England, Wales and Northern Ireland has remained unchanged since prevention strategies were first introduced in 2003 and that, in Scotland, it has increased from 0.21 per 1,000 live births in 2000 to 0.47 in 2012; understands that many countries, including the USA, Canada, Germany and Spain, offer routine testing for GBS at 35 to 37 weeks of pregnancy; notes that, although the Royal College of Obstetricians and Gynaecologists does not recommend routine testing, the Scottish Government is not bound by this approach, and notes calls for the Scottish Government to introduce guidelines so that hospitals in the west of Scotland and beyond provide expectant mothers with information regarding GBS and either offer routine testing or provide information on how testing can be accessed privately.

*S4M-12039 Sandra White: Funding Success for Rape Crisis Centre—That the Parliament congratulates the Glasgow Kelvin-based Rape Crisis Centre on receiving the maximum award of £10,000 from the Big Lottery Fund’s Investing in Ideas programme; notes that the Rape Crisis Centre works to provide a free and confidential support service to women and girls who have experienced rape, sexual assault or sexual abuse; further notes that intimate partner sexual violence (IPSV) is an area that the group feels is often overlooked, with those who experience it not receiving the necessary support at present; understands that the group will use this funding to pilot a 12-month support group for women and girls who have experienced IPSV, and wishes the Rape Crisis Centre every success with this initiative as well as highlighting the valuable work it has done in this field and the support that it continues to provide.

*S4M-12038 Sandra White: The National Autistic Society Secures Major Investment—That the Parliament congratulates the National Autistic Society on being awarded a £273,185 grant from the Big Lottery Fund’s Investing in Communities Life Transitions fund; understands that the project aims to give people between 16 and 25 the skills to form positive relationships and make successful transitions into employment, training or further education; notes that each young person is to receive a programme of individually tailored support to help improve social skills and give them the confidence for the future; further notes that the support will include one to one sessions, life coaching sessions and job search support, and wishes the National Autistic Society every success with this project as well as the continued success of its existing programmes.

*S4M-12032 Bill Kidd: 2014 Arms Control Person of the Year—That the Parliament congratulates Ambassador Alexander Kmentt, Austria’s Director for Arms Control, Nonproliferation and Disarmament, on being named the 2014 Arms Control Person of the Year; believes that Ambassador Kmentt, who is a leading disarmament diplomat, has been specifically recognised for his organisation in Vienna in December 2014 of the third International Conference on the Humanitarian Impact of Nuclear Weapons, which drew delegations from 158 states, the United Nations and civic society NGOs, and notes that, on the closing day of the conference, Ambassador Kmentt took receipt of a statement of support for the conference aims from Scotland’s First Minister and made what is now termed the "Austrian Pledge" to support all efforts to “stigmatise, prohibit and eliminate nuclear weapons in the light of their unacceptable humanitarian consequences and associated risks".
*S4M-12031 Liam McArthur: Congratulations to Sandy Firth on his BEM—That the Parliament congratulates Sandy Firth from Kirkwall, Orkney, on being awarded a British Empire Medal in recognition of his voluntary service in the isles; believes that this award is richly deserved on a number of fronts; understands that Mr Firth is the president of the Orkney Heritage Society, of which he is also one of the original members; commends his work over many years helping young people in Orkney, from starting teaching in the 1950s, working with the Boys’ Brigade and being involved in the running of the Sea Cadet core, eventually becoming district officer for the north of Scotland; further notes that Mr Firth and his wife, Hilda, are members of the Radio Amateurs’ Emergency Network and are involved with the Orkney Wireless Museum; understands that Mr Firth has been an active member of many other voluntary and charitable organisations over more than half a century of living in Orkney, contributing significantly to the island community, and wishes him well in his future endeavours.
