The Climate Change (Emissions Reduction Targets) (Scotland) Bill was introduced on 23 May 2018 to the Scottish Parliament and referred to the Environment, Climate Change and Land Reform Committee on 29 May 2018.

Stage 1

The Committee concluded its Stage 1 consideration of the Climate change (Emissions Reduction Targets) (Scotland) Bill on 2 April 2019. The Stage 1 Debate of the Bill took place on Tuesday 2 April 2019.

Stage 2

Ahead of considering amendments at Stage 2, the Committee has agreed to hear further evidence from the Committee on Climate Change, the Cabinet Secretary for Environment, Climate Change and Land Reform and stakeholders. These evidence sessions will focus on the Committee on Climate Change’s (CCC) updated advice to the Scottish Government.

Stage 2: Timetable

The Committee considered its approach to the Bill on 23 April and, subject to the forthcoming advice from the Committee on Climate Change, agreed the following timetable:

2 May 2019: CCC advice to Scottish Government on targets published
14 May 2019: CCC evidence session with the Committee
21 May 2019: Scottish Government (Cabinet Secretary) gives evidence to the Committee
28 May 2019: Stakeholder evidence sessions
4 June 2019: Consider report
5 June 2019: Publish report
18 June 2019: Consideration of amendments
25 June 2019: Consideration of amendments

Stage 2: Correspondence

On 2 May 2019 the CCC published its advice on Scottish, Welsh and UK targets in light of the Paris Agreement and the IPCC Special Report. The Cabinet Secretary for Environment, Climate Change and Land Reform wrote to the Committee on the recommendations made by the CCC, Read the letter:
