Background
During 2018, the Parliament moved towards a ‘full-year approach’ to considering the Scottish Government’s budget. This meant an element of budget scrutiny would be built into all work conducted by the Committee. The Committee would also continue to carry out budget scrutiny on specific topics. Further detail of how the approach would operate in practice is set out in a letter of 22 May to the Convener from the Convener of the Finance and Constitution Committee.
At its meeting on 27 June 2018, the Committee agreed to focus its budget scrutiny on investment to support Clyde and Hebrides ferry services.

The Committee took evidence on on 16 January from the Cabinet Secretary for the Rural Economy and the Cabinet Secretary for Transport, Infrastructure and Connectivity following the publication of the budget.
