On 8 April, the Equalities and Human Rights Committee agreed by correspondence to hold an inquiry on COVID-19.
On 23 April 2020, the Committee agreed the remit for the COVID-19 inquiry.
The Committee also appointed Ruth Maguire MSP, Convener, Reporter to report on the equality and human rights aspects of the COVID 19 Committee considerations and agreed Alex Cole-Hamilton MSP, Deputy Convener, would deputise in the event of the Convener’s absence.
On 27 April, the Committee launched its inquiry into the impact of the Covid-19 pandemic on equalities and human rights.
The inquiry remit is to consider -
- what groups and individuals are disproportionately impacted by COVID 19;
- identify what the Scottish Government and other public bodies, including regulatory and oversight bodies, need to do to ensure that measures taken in relation to the pandemic minimise negative effects on equality and human rights; and
- examine measures taken by the Scottish Government and other public bodies and the impacts they may have on equality and human rights.

The call for views closes on 1 January 2021. The call is to enable the Committee to monitor any ongoing or emerging equality and human rights issues. It was considered important to allow sufficient flexibility for organisations and individuals to respond. Ideally, if there is something urgent let the Committee know as soon as you can, you can always submit a further response focussing on the exit strategy or other longer-term issues as and when they arise.

The Committee's Outreach Service undertook phone calls with two third sector organisations to discuss their views on the COVID-19 pandemic. Below are the notes from each call.
On 20 January 2021, the Committee's Outreach Service attended a virtual zoom meeting hosted by Voluntary Action North Lanarkshire (VANL) to discuss the COVID-19 inquiry They were joined by NHS Lanarkshire, Barnardo's, North Lanarkshire Cares Together.
