Remit
The inquiry considered issues relating to the benefits of a living wage for individuals, families and communities; the introduction of a living wage by local authorities; and the extent to which procurement can include criteria linked to the payment of a living wage.
The Committee held a series of evidence sessions on implementation of a living wage policy, with key stakeholders, at meetings on 7th, 14th and 21st of December 2011, and 18th January 2012. These evidence sessions were open to the public and took place at the Scottish Parliament building in Edinburgh. The Committee normally meets on Wednesday morning at 10am.

On 7 December 2011, the Cabinet Secretary for Infrastructure and Capital Investment, Alex Neil MSP, wrote to Michel Barnier, European Commissioner for Internal Market and Services, seeking clarification on legal position under EU law of a requirement by contractors, as part of the public procurement process, to pay their staff involved in delivering the public contract a 'living wage'.
