Remit:
The remit of the Committee is to consider and report on further and higher education, lifelong learning, schools, pre-school care, skills and other matters falling within the responsibility of the Cabinet Secretary for Education and Lifelong Learning and matters relating to culture and the arts falling within the responsibility of the Cabinet Secretary for Culture and External Affairs.

Report on the legislative consent memorandum on the Finance (No.4) Bill
2012 (LCM(S4) 9.1)
The Committee reports to the Parliament as follows—
1. The Committee considered the legislative consent memorandum (LCM) for the Finance (No.4) Bill 2012 at its meeting on 8 May 2012.
2. The Bill was introduced in the House of Commons on 26 March 2012 and is available via this link. The LCM was lodged on 25 April 2012 by Fiona Hyslop, Cabinet Secretary for Culture and External Affairs, and is available via this link.
3. The LCM makes clear that the Bill would confer new functions on Scottish Ministers, in relation to a proposed new Cultural Gifts Scheme
4. The Committee agreed that is was content with the terms of the LCM.
