Stage 1 scrutiny by the Economy, Energy and Tourism Committee

Timetable

The Committee took evidence in May, June and September and reported to the Parliament on 8 October 2013. The Bill was passed by the Parliament on Thursday 16 January 2014 and received Royal Assent on 19 February 2014.

Section 5 of the Regulatory Reform (Scotland) Act 2014 states that "The Scottish Ministers may issue and from time to time revise a code of practice in relation to the exercise of regulatory functions by a regulator."

Scottish Regulators' Strategic Code of Practice

The Scottish Government laid the Scottish Regulators’ Strategic Code of Practice on 10 November 2014.

The Committee took evidence on the Code of Practice from the Minister for Business, Energy and Tourism on Wednesday 3 December 2014. At that meeting, the Minister informed the Committee of his intention to withdraw the Code of Practice in order to make revisions. The Committee published its report on 5 December 2014.

The Scottish Government laid a revised Strategic Code of Practice on 12 January 2015.

The Committee scrutinised the revised Strategic Code of Practice at its meeting on Wednesday 4 February 2015 and it was agreed by the Parliament on 18 February 2015.

Work By Other Committees

The Rural Affairs, Climate Change and Environment Committee examined part 2 of the Bill relating to environmental regulations and on the element of part 1, as it relates to the RACCE Committee’s remit, that places a duty on stakeholders in respect of sustainable economic growth and reported its findings to the Economy, Energy and Tourism Committee on 28 June 2013.

The Delegated Powers and Law Refrom Committee considered the Delegated Powers Memorandum and reported its findings to the Economy, Energy and Tourism Committee on 25 June 2013.
