This paper provides an overview for the successor committee of the work of the Equal Opportunities Committee in the third session of the Parliament. It also recommends some areas of work that the successor committee may wish to pursue.

3rd Report 2011: Annual Report 2010-2011

This report covers the work of the Equal Opportunities Committee in the fourth year of the parliamentary session from 9 May 2010 to 22 March 2011.

2nd Report 2011: Report on subordinate legislation

The Equal Opportunities Committee considered the following draft affirmative instruments— the Equality Act 2010 (Statutory Duties) (Scotland) Regulations 2011 and the Equality Act 2010 (Specification of Public Authorities) (Scotland) Order 2011.

1st Report 2011: Stage 1 Report on Forced Marriage etc. (Protection and Jurisdiction) (Scotland) Bill

The Forced Marriage etc. (Protection and Jurisdiction) (Scotland) Bill (SP Bill 53) was introduced in the Scottish Parliament on 29 September 2010. The Committee was designated as the lead committee at Stage 1.

Report to the Finance Committee on Stage 2 of the 2011-12 budget process

This report details the Committee's scrutiny of the elements of the Scottish Government's draft budget for 2011-12 that fell within its remit.

5th Report 2010: Inquiry into Migration and Trafficking

The Committee agreed to undertake an inquiry into migration and trafficking. The aim of the inquiry would be to focus on the extent and impact of migration in Scotland, and to explore the contribution that migrants make to Scottish society and culture.

4th Report 2010: Report on post-legislative scrutiny: the Mental Health (Care and Treatment) (Scotland) Act 2003

The Equal Opportunities Committee held a Mainstreaming Equal Opportunities event on 30 October 2009. Participants at the event suggested that the Committee should conduct some work on post-legislative scrutiny.

Report to the Finance Committee on the Budget Strategy Phase

In its 2009 report on the review of the budget process, the Finance Committee recommended that “a strategic budget scrutiny phase should be undertaken at least once in each session of the Parliament.

2nd Report 2010: External research on sexualised goods aimed at children

This report publishes research commissioned by the Equal Opportunities Committee on sexualised goods aimed at children.

1st Report 2010: The legislative consent memorandum on the Equality Bill (LCM (S3) 20.2)

The Equality Bill (the Bill) introduced in the House of Commons on 24 April 2009, is currently under consideration in the UK Parliament. The Equal Opportunities Committee considered a legislative consent memorandum (LCM) (S3) 20.11 on the Bill

Report to the Finance Committee on the Draft Budget 2010-11

At its meeting on 17 June 2009, the Equal Opportunities Committee decided to focus its scrutiny of the Scottish Government’s 2010-11 Draft Budget primarily on the issue of equal pay in the NHS in Scotland.

3rd Report 2009: Female offenders in the criminal justice system

At its meeting on 16 December 2008, the Equal Opportunities Committee decided to undertake an inquiry into female offenders in the criminal justice system.

2nd Report 2009: Report on the legislative consent memorandum on the Equality Bill (LCM(S3) 20.1)

The Equality Bill is currently under consideration in the UK Parliament. It was introduced in the House of Commons on 24 April 2009

The Offences (Aggravation by Prejudice) (Scotland) Bill was introduced in the Scottish Parliament by Patrick Harvie MSP on 19 May 2008.

Report to the Finance Committee on the Draft Budget 2009-10

At its meeting on 9 September 2008, the Equal Opportunities Committee considered its approach to scrutinising the Scottish Government’s Draft Budget 2009-101 (“the Draft Budget”).

2nd Report 2008: Removing Barriers and Creating Opportunities: Review of Progress

Report to the Finance Committee on the Draft Budget 2008-09
