Consideration by the Committee

The Committee considered the Higher Education and Research Bill LCM at its meeting on 28 September 2016.

The Committee agreed at its meeting on 28 September to write to a number of organisations seeking views on the Legislative Consent Memorandum on the Higher Education and Research Bill.

Submissions 

We received the following submissions in relation to the LCM:

Based on these responses the Committee agreed to invite the National Union of Students Scotland, University and College Union Scotland, Universities Scotland and The Royal Society of Edinburgh to attend an evidence session with a particular focus on the research elements of the LCM. The Committee also agreed to raise issues with the LCM with the Scottish Funding Council during its pre-budget scrutiny on 16 November. Follow up submissions from The Royal Society of Edinburgh, Scottish Funding Council and Universities Scotland have been received that mainly focus, as requested, on implications on research. The Scottish Government has also provided a response to the Committee’s request for perspective on submissions received on the LCM (see 'Correspondence').
