Inter-governmental co-operation on social security


About the Inquiry

The Committee and the House of Commons Scottish Affairs Committee worked together to investigate inter-governmental co-operation on social security, in light of the new powers over social security that are being devolved to the Scottish Government.  They looked at the relationship between the Scottish and UK Governments and investigated if it is working effectively. They held two joint meetings in Edinburgh and London in order to examine this.

The first of the joint meetings took place at the Scottish Parliament on 13 March 2017.  The second meeting took place at Westminster on 20 March 2017.


On 13 March 2017 the Committees took evidence from:

  • John Dickie, Director, Child Poverty Action Group in Scotland (CPAG);
  • Bill Scott, Policy Director, Inclusion Scotland;
  • Professor Nicola McEwen, Professor of Territorial Politics and Associate Director of the Centre on Constitutional Change, University of Edinburgh;
  • Stephen Kerr, Social Security Director, Scottish Government;
  • Lisa Baron-Broadhurst, Programme Director, Social Security Directorate, Scottish Government;
  • Mary Pattison, Director, Ageing Society & State Pensions Directorate, Senior Responsible Officer for the DWP Scottish Devolution Programme, Department for Work and Pensions;
  • Pete Searle, Director, Working Age Benefit and Devolution Directorate, Department for Work and Pensions.
