Call for views (closed)


The Environment, Climate Change and Land Reform Committee wants to hear from you on the general principles of the Climate Change (Emissions Reduction Targets) (Scotland) Bill which the Scottish Government introduced on 23 May 2018. The following documents were published to accompany the Bill: 

What does the Bill do?

The Bill increases the levels of Scotland’s targets for reduction of greenhouse gas emissions from 80% by 2050 to 90%. It also provides for the possibility of creating a target of 100% (known as a net zero target) in the future and proposes new interim targets ahead of 2050. It also updates accounting and reporting mechanisms on the targets.

The Committee is keen to hear views on the Bill and specifically, the Committee would like comment on:

  • Climate Change (Emissions Reductions Targets) (Scotland) Bill  
      • Provisions to set a Net Zero Emissions target in the future
      • Increasing the 2050 target to 90% reduction from the baseline

      • Duty to Seek Advice from the Relevant Body
      • Power to seek additional Advice
      • Ministerial Duties following request for advice
      • Annual Targets: 2021 to 2049 (moving to expression in percentages)
      • Revocation of previous Targets

      • Emissions Accounting – restriction on use of carbon units
      • Reports on emissions reductions targets

  • Climate Change (emissions Reductions Targets) (Scotland) Bill – Implementation

The Committee is also keen to hear ideas and views on what actions and behaviour change will be required of individuals and organisations if Scotland is to meet more ambitious climate change targets. Tweet us (@SP_ECCLR) using the hashtag #myclimatechanges to tell us what you’ll do. 

The Committee will compile a list of all the ideas and views it receives over the course of its work on the Bill and include this in its Stage 1 report.

The call for written views will close on 23 August 2018.

Before making a submission, please read our privacy notice about submitting your views to a Committee. This tells you about how we process your personal data.

Please use the template provided to format your submission template.docx. This includes the Data Protection Form. Fill this out and return it with your submission. If you are under twelve years of age we will need the consent of your parent or guardian. Please use this form CCB_Submissions_-_DP_Form_and_template_(under_12).docx.

We welcome written views in English, Gaelic, Scots or any other language. Due to the time required to process and analyse evidence, submissions received after the closing date will not be considered.

Ideally they should be no more than four sides of A4.  If you cannot submit electronically you may send in a hard copy written submission. If you are sending in a hard copy submission please print off and include a copy of the Data Protection Form. Please send them to:
